It is a very humorous song. It tells the story about a little guy that lives in the blue where everything is blue. He says that everything about him is blue (including his insides).  He has a blue house with a blue window, his girlfriend is also blue and so are the words he says. A lot of imagination has been put into this song and it is again one of those songs that will be in your memory forever thanks to the wonderful lyrics that have been put together to put up a song that is pretty meaningless and at the same time relates to everyone someway or the other.
This song is so popular that even Disney has come up a version of its own which is not much different from the original.
